Is the U.S. shutdown edging toward resolution or deepening division?

3.2.2.3 – Oversight 

As of 1 October, the federal government shut down after Congress failed to agree a funding bill. Democrats blocked a Republican plan because it excluded Affordable Care Act subsidies and kept in place cuts to Medicaid. Their position remains that any deal must restore these protections before funding can pass. 

President Trump and Vice President Vance have raised the stakes. Trump has ordered agencies to prepare for deep funding freezes, including a halt to billions in transfers to Democratic-led states. Vance has warned that temporary furloughs could turn into permanent layoffs if the standoff continues. 

Congressional Democrats show little sign of backing down, and with Republicans short of the Senate votes needed to overcome a filibuster, both sides are dug in. The result is growing uncertainty, with little evidence of a quick breakthrough. 

This episode is a direct reminder of how Congress uses the power of the purse to check the executive. By withholding funds, lawmakers force the White House to account for its policy choices, making the shutdown both a political fight and a live demonstration of legislative oversight.
